Helium 3 confirmation?

Following on from my recent post on the feasibility of mining helium 3 I have found a russian article here http://english.pravda.ru/science/tech/17-03-2006/77404-moon-0 with an official announcement of the long term plans.

'I predict a riot' as the new space race and wild west frontiering starts around 2020.
